If you are a foreign national looking to work in Qatar, you will need to have documents that prove that you have both a work permit and a permanent residence visa in Qatar. This was established in 2004 by law no.14 of under the labor law act.
In order to obtain these, this process will have to be initiated and sponsored by your employer.

In order to begin this process, you will require the following documents to be submitted and/or ready at hand:
A copy of your passport
Copies of all your identifying documents (birth certificates, etc.)
After your sponsor has filed for your applications if successful you will be asked to come to Qatar on a single-entry visa in order for you to begin the administrative work for your residence card in Qatar. This visa is valid for a period of three months so all relevant processes can be completed.
Once your sponsor has filed for your application, you will be required to take a medical examination.

In addition to this test, you will be required by law to work under your sponsor for a minimum of two years before filing for employment elsewhere. To file for a different job, you will be required to switch to a different sponsor. Note, that this will only be approved if you’ve received a Certificate of No Objection from your initial sponsor. Why do I need a sponsor for this process?
The Qatar employment policy requires it.
Can I switch my job after my work visa is issued?
By law you may only switch your job after you have worked with your initial sponsor for a minimum of two years.
How long will this process take?
This process will take upwards of a month, but will not usually take more than three months.
